Freeloading in the portuguese context

This document is a study on the PA2LC* usage of broadband services in Portugal, facing the questions:

#2) do ISPs incentive these downloads?
#3) should public policies encourage/discourage freeloading?

*potentially adverse to the legitimate commerce

The study is available for download, including the Excel sheet that I used to compute some values:

A versão integral deste estudo está disponível no formato PDF.
