Freeloading in the portuguese context

This document is a study on the PA2LC* usage of broadband services in Portugal, facing the questions:

#1) how do users download copyrighted material without paying?
#2) do ISPs incentive these downloads?
#3) should public policies encourage/discourage freeloading?

*potentially adverse to the legitimate commerce
